Keyboard Input during startup

Hi, I want to check a modifier key during startup of my plugin to show a dialog. I tried a lot with GetInputState, but it never returns "true". Are there any suggestions how to achieve that? Thanks!

What is your plugin? What type of plugin?
What do you mean with "startup"? When Cinema starts or when your "plugin" is created?
Do you write a C++ or Python plugin? What version of Cinema do you use?
