Ideally you could drag the axis anywhere, interactively, with automatic snapping to a point/edge/face of the same object or a different object. Also ideally, there would be an option to recenter the axis on the selected element/group of elements.

I'm actually working on a plugin that does exactly this. It currently works for point selections, but I've still got to add support for edges and polys, and do some more verification and testing (and documentation, etc).I'll let you know when it's ready.
