Is there any inbuilt way of working out which are your nearest two verteces along a spline segment relative to a percent offset (GetSplinePoint)?

I'm basically trying to add points to a spline inbetween other points, a bit like ctrl clicking with the move tool on a splines line, so i need to know the nearest verteces in order to shift the stack.

No. You'll have to do a numerical search.
