To rotate the axis, you must rotate the points of the object with respect to the object's coordinate system. The coordinate system determines the axis and the coordinates of the the points. At least, that's the only way I know how to do it.
Think of the axis as something that only exists with respect to the points.
For instance: to move the axis up, move the points down. Get it?
