Redistribution of a plugin

I have a copy of the MorphLoader plugin from a site that no longer exists. There is nothing in the zip file about redistributing the plugin. I've tried contacting the person who made the plugin with no response. This plugin would be extremely useful to folks using Poser and C4D who want to make morph targets.
As long as all the files are left in the zip and a notice giving credit to the original creator, can I make that plugin available for download on my site? -
