        it's obviously a bit hard to tell without working into that paper. But it looks like it's all about certain mesh deformations. So, I see no reason, why one should not be able to implement something like this in Cinema 4D. Usually one would approach such as a deformer/modifier (ObjectData, OBJECT_MODIFIER) or as a custom tag (TagData) plugin.
