MAXON does not provide any means to create an installer. The recommended way is to create a ZIP-archive that gets extracted by the user into the plugins directory.
Googling for "installer" (Wikipedia: List of installation software) provides a whole plethora of free and commercial solutions. Unfortunately we can not give any recommendations. That being said, I'd enjoy to see some discussion within the community here. We surely would like to learn about your experiences and preferences. -
