This excludes free plugins that you can use with the Demo I suppose (eg. ResEdit). -

I just want to confirm Niklas is right, you are allowed to use the demo version for plugin development.
Yet, this may have some drawbacks in testing your plugin, as for example saving is disabled in the demo version and can only be enabled for a limited time. -
