Howdy folks,
I want a script that will cause a wheel, child of a null, to rotate in the direction of the null's + or - z direction without resorting to a spline. The circumference and the length of one degree of rotation/travel are known.
Any suggestions? -

You have to convert linear motion into angular rotation. If you know the linear motion distance, you have to determine the linear arc over the circumference that matches it. Then you need to find the angle this linear arc (arc length) represents - which can be using the circumference in a ratio (al/c is the percentage of 360d).
In other words, the linear distance equals the distance along the circumference (disregarding slip and so forth). This is exactly how Measuring Wheels do their magic.
