Strange behavior Windows 10

I have trouble reading a file in my c++plugin on Windows 10.
To test I created a python script to open and read the license file.
In windows 8.1 it is ok.
In windows 10 it gives me a "IOError: No such file or directory: d:/license.lic."It seems as if windows 10 does not recognize the file as a text file.
We set the protection for the file and the maxon directory on windows 10 fully open.What could be wrong?

Sorry, my mistake.
The user did not show the extensions, so he renamed the files to license.lic.lic.
So two times .lic.But now it is solved!
