The Python API docs don't mention methods to retrieve camera settings like f-stop, near/far clipping, focus distance (method GetFocus() seems to return the focal length, not the focus distance). Does that mean that at the moment there is no way to access these settings using Python? -

You can simply access these objects with obj[ID]. For instance:
camera[c4d.CAMERAOBJECT_NEAR_CLIPPING]
