You can do this with Plugins and with Coffee-Scripts. But I have not found out that for Pythonscripts. -

You could of course create a Python CommandData plugin, but this is probably more work than you will want to spend, only to have a tooltip. -

@Donovan: I forwarded your request to development.hehe...well that was luck. I found a Script in my collection and it had a Tooltip. It took me a while that I figured out that the tooltip was coded in the beginning of the Script. I think it was a Script of Bret Bays. So you might ask him where he knows this from
