Simply put you make a selection, add it to a list on thie object, then you can move this object around and the selection moves as if it were a child of the object.
Example you have a tube and two spheres, you select one end of the tubes points (or could be edges or polys or even a set of objects) then add this selection to your object (or just set the selection somehow in this object somehow... maybe something similar to teh selection object). anyhow you then do the same for teh points at teh other end of the tube. you then move the spheres onto the ends of teh tubs and put the selection objects as children of the sphere... now move teh spheres around and hey presto... the tube stretchs between the spheres as the selected points are modified by the positions of the selection modifier objects.
could be useful for all sorts of things, including making peices of papre fold at teh right point (put the selection object athte folding point, maybe have the ability to switch the modifer on or off and then a "fix" option on it that fixes it's axis at teh poin you want? could be cool
anyhow this would be a great little plugin.
